How do I  setup users to switch between portals without having to register on each site?

Try looking at child portals. I haven't played with them much, but I've heard they have some nice features such as a shared user base. I think you can also play with child portal aliases and redirects to setup child portals under different domains.

Like I said, haven't looked at it a lot, but this would be my first guess.

You could also check out John Mitchell's blog here. It's a little dated, but might be of some use to you.
