I was experiencing the same problem and it ended up having nothing to do with the portal I was trying to delete. Before DNN deletes a portal, it recursively walks through the entire root directory looking for portal specific resource files to delete.   

The folder causing the error on my site was:

admin\Authentication\App_LocalResources\Containers\ControlPanel\ App_LocalResources\images\Files\App_LocalResources\Host\App_LocalResources\ Lists\App_LocalResources\Localization\App_LocalResources\Log\App_LocalResources\

I’m not sure where the folder came from and the directory "admin\Authentication" isn't in a new install of DNN so I just deleted it.   Once the directory was deleted, I was able to delete portals again.

You may try out the long path tool. Its sure to sort out this issue.
