I knew this. :) Have not been able to find how to do this on Win 8 Home.
Win 7 is easy enough to do this method. I do it all the time at work.
What the mystery answer is to get to the right place in Win 8 is to press the Windows key + X to run as admin.

In this list there is Run Cmd Prompt as admin. This is what I could not find.
btw, I DID find the exe files in windows explorer, did right click and run as admin. The problem is ... no shell pops up when this is done. The shell appears, all kinds of things appear to happen in it in the blink of an eye, it closes and accomplishes NOTHING. :)
Doing the above, clicking the run as admin choice, going to explorer and copying and pasting the bleeping path in, then typing in the command you suggest (and no offense but I knew it already) and sure enough, now runs.
Now I'll get breakfast and go to my day job -- my rant on Win 8 is done. :)
