How do I change what the default portal skin and structure is (something other than Awesome Cycles)?

This is probably a simple thing, right?
I am building a series of small niche market sites... traffic wont be high so I am sharing a single DNN install
Minor annoyance to have to go back and delete pages.

you may create a site you like to use as default look and content. Next go to Host > Websites and select "Create Template" command. select your default site and a proper name. The files will be stored in /portals/_default folder and may be used to create websites within any DNN installation of the same version.

You can create an empty site when creating a new site using the empty site-template. It's not completely empty, but there is a lot less to clean up.

The default skin for the whole site can be set under admin::site settings::Basic settings (tab)::appearance(folder)::Site Skin.

When you've created what you consider an empty site or the basis on which to start the other sites, you can (as Sebastian has explained) create a template from that site.
