in Addition to Cathal: make sure, you do not grant edit permission for any module on the page, by default this will display the control panel on top of the page to everyone.

@ cathal connolly: I did what you said and BAM! it fixed it!!! Thank you so much for your help. I am recreating this website from scratch (long story) and I was using dnn 4.something before so this is all a lil bit new for me.

@ Sebastian Leupold Thank you for that tip, After doing what Cathal stated I noticed one of the pages still had the problem. I did what you said and it fixed it. I appreciate the advice!
