I would like to have a menu item in the parent portal point to the home page in the child portal and a menu item in the child portal point to the home page for the parent portal.

To date, the only way that I have added menu items in either portal is to add a new page.

Yep, that's pretty much what you do, when creating a page one of the settings in Advanced Settings is 'link type' and one of the options is 'URL ( A Link To An External Resource )'  try using this to point to your child portal.  And, of course, do the reverse in your child portal.
