I've created a new page on my site and it is created with admin only view permissions. When I'm done with the page, I go to Page Permissions and select the "View Page" checkbox next to All Users and it selects the Edit Page checkbox as well. People who aren't logged in can see the toolbar as a result. 

This has only been happening since the latest patch. It also happens in IE, Chrome, Safari and Firefox. Is there an option somewhere to unlink the boxes? Is there a workaround until this is fixed?

I didn't see the other thread on this until after I posted however the problem they solved in that has nothing to do with the original problem the poster was referring to. Also, I tried making an update directly in the SQL and it still winds up showing the edit toolbar.

this shouldn't happen and I didn't encounter it on my installations. do both values get stored in the database, are you able to remove permission for edit?

That's the weird thing. It does put them both into the database. If I manually delete the edit entry from the database and then clear the cache for the site (as well as recycle the pool and restart the website), it still shows the toolbar.

The developers are aware of this bug and mentioned it in another thread. The problem is, someone hijacked the thread with a different problem and a workaround for this bug was never found. That's why I'm restarting the conversation.

From the developer's post:

It should be possible to click View and not get Edit, but there was an intentional decision in 7.2.1 to automatically set permissions that are required in order to ge something else.

For example Edit without View is meaningless so if I check Edit I need View so it gets set to make it clear. Deny View means that I am denied anything else as I cannot do anyting unless I can View the item.

We tried very hard to get this right - but 7.2.1 was focused on fixing some long standing permissions issues.

checking view should only check edit, if deny (red bar) is used - not for grant (green plus)
