I have configured Dnn to my IIs 7.5 (DotNetNuke 06.02.03 ) , but when trying to access it thru my http://localhost/dnn on windows 7 professional OS, i get the access to the path ..../DotNetNuke.log4net.config' is denied error. I tried right clicking on the file and giving it the right permissions in properties settings, but still no access.

you need to grant file sstem access to the file for the windows user imcorporated by ASP.Net, as configured in extended IIS Application pool setings.

The error message also advises:  To grant ASP.NET access to a file, right-click the file in File Explorer, choose "Properties" and select the Security tab. Click "Add" to add the appropriate user or group. Highlight the ASP.NET account, and check the boxes for the desired access.
When I go into properties>security> , there is no where in the dialog boxes or menu systems that says "ASP.NET" account. I've made sure I am running .net framework 4.0 inside the Application Pool settings

You have to add that account so that it can access the file.

Right-click --> Properties --> Security --> Click "Edit" --> Click "Add" --> Type in the name --> Click "Check name" --> Click "OK"

This will add the user and grant it permission on that file.
