I have two questions.

  1. Is there a way to require a module be included in a portal so that a portal admin cannot turn it off?
  2. Can you lock-down which maintainence functions are available to portal admins?

I usually set up a custom admin role for my clients.  This allows them to focus on the things they need to be able to do and see, without giving them too much power to mess things up, nor too much to learn.  It has the effect of accomplishing your request #1.  For #2, when I create a custom admin role they don't have access to the admin menu.  However you can also manually edit the database to change which admin modules are available, or, faster and easier, use the TRTControlPanel by Dave Buckner.
