I know if I create new page and selected it "Include in menu", It shows on navbar. However, I want it be hot area map  instead of font links. How to do so?

 

I know I can modify the 3-col....ascx file to make a fixed menu. But I hope there should be better way that can be created in admin panel. Can DNN do so?

You could use the Icon options in the Page Settings, but the skin's menu will need to use the Icon option. Most skins these days don't use them, but it is possible.
