I have a website that uses "verified" membership.

When, in the registration process, does a user's account become "authorized?"  Is it when the account is created or when the new member responds to the verification email?

Is there a place in either the UI or the data where I can look to see if the user has sent a verification email, and if it was received?  In other words, how do I know if a user is "pending"?

Thanks.

the authenticationmessage is sent immediately, when the user Registers. He becomes member of the "unverified users" role.
Once he clicks the link in the mail, he becomes member of registered users and Subscribers and get removedf from unverified users.
You should be able to see the state in Admin > User Accounts (User Details, 2nd tab)
