Is it possible to add taxonomy tags to Users?

I don't know that I've ever seen that in the system. Might be able to in the database directly.

What I need to do is create a taxonomy that is multi-level like Division, Department, Group and then tag users (Employees) with any of those items, including multiple items.

It would be convenient to do this at the User Profile level. The List profile property type permits only one selection, and not multiple levels.  I could use a profile property that is "Tags" what works off of a taxonomy.

the most suitable option might be creating a custom profile property type with multiple levels.
it might store one or multiple property values (like country and regions)

Yes, that would seem to be the best approach. Now I'll have to decide if the client can justify doing that.

(Without me looking) Can you point me to resources on creating custom profile properties?
