Please let me know if this belongs in the marketing forum.

My organization is looking into using DotNetNuke for our low-end web development services.  What we need to be able to do is lock down certain areas of sites once we have designed them.  An example of this would be that we create a site for the client with a top banner and a custom skin and maybe a side pane that included an updateable menu.  The thing that needs to be locked down is this design and then the number/type of modules and pages that could be added so that we could sell extra functionality to our users.

How difficult would this be using DNN?  I have not used it before and so I don't know what options there are for user control.

Certain aspects of that are built into DotNetNuke already. It's possibe to set the skin at the host level, and not let portal admins change it. It's also possible to mark modules as being premium so they're not all available to the portal admins. At present to add modules users need to be an admin or host, so if your users need to add new modules they'd need to be admins - in which case you probably want to create a child portal per user. However, then you can't control how many modules/pages they create. However, there are 3rd party modules that might suit such as http://www.dotnetnuke.com/Community/ForumsDotNetNuke/tabid/795/forumid/112/threadid/50835/scope/posts/Default.aspx .

In addition you might want to look @ http://www.smart-thinker.com/IMGsrcimagesratingzerogifAllProducts/HomePage/tabid/159/Default.aspx
