We have a site that does not show the bottom persona edit bar when you click the pencil and another that does. 

We have copied the website that works and pointed the IIS of the broken site to those files. Same files, same database of the one that works but as soon as you copy it, it doesn't work.

We have checked permissions, we have even completed the copy using the following CMD to retain the same permissions

xcopy "C:\OldSite" "C:\NewSite" /O /X /E /H /K

The 2 website folders are in the same folder on the drive and are as applications under the same website within IIS, running under the same application pool.

Still the edit bar does not show when clicked on the copied site. No console errors in the browser.

Has anyone any ideas?

We found that our rewrite rule in the web.config had to be all lower case. If it contains uppercase characters the edit bar does not work
