Yes, Nina, I can confirm that this is true when *not* in the preview mode.  The upload link in question used to appear at the botttom of the admin skin module in earlier versions, and now does not appear if logged in as admin.

The online document is incorect, and yes I can confirm that I was not looking at the preview.   I also found that if you login as host the option to add skins and containers is there.  I'm new to DNN so I'm not sure if this is the way it's supposed to be, but thanks for all the help on this

On a default install the admin cannot upload skins.
Either upload skins as host or to change this behaviour:

Login as host > Host Settings > Advanced Settings > Other Settings.
Change "Skin Upload Permission" to (*) Portal

ds210030, I don't know what online documentation you are talking about, but the skinning pdf is correct:

Skin Upload
Since skins are based on ASCX files which are essentially executable once they are added
to an ASPX page, there is some risk that malicious script could be inserted into the skin
files – putting your entire installation in danger. For this reason, the Host has the ability
to grant Skin Upload Permission to either the Host or Portal. The option is available
when you login as the Host User and select the Host Settings option from the Host tab. If
the option is set to Host then only the Host User is able to upload skins to the site. If the
option is set to Portal ( default ), then the Administrator of the portal is able to upload
their own skins without Host intervention.

I'm going to do a couple of more tests because today one of my staff was working on uploading a skin to a client project - it was a child portal.  The first time he did this, it worked without a problem but we updated the skin and he rezipped and went to upload it again, but found the actual links to upload skins was gone. He was logged in as host, within the child portal, and clicked the Admin / skins page, checked that preview wasn't on and there was no links to upload skins or containers. I checked the files were correctly packaged as they were not when he first tried, but for the life of me - it does appear to have disappeared, so tomorrow I will test it again and see what the outcome is.

Perhaps there is a bug - but the interesting thing is that he was able to upload  once, but the second and subsequent times nothing.

Thought I'd mention this so we don't all think we're going crazy.

Of late, I've tried to do a few things the *standard* way so I can possibly identify things since over time, while there have been quirks and odd behaviour with DNN or perhaps doing them a bit slower, I use shortcuts, which I feel doesn't necessarily assist in answering problems.

I'll keep you posted on this.
