I created a new database in SQL Server 2000 and created a new solution using the DNN 4.3.4 Starter Kit and changed the

<add key="InstallMemberRole" value="true"/> to

<add key="InstallMemberRole" value="false"/> and ran the site. During the install process the Install.aspx code behind calls Services.Upgrade.Upgrade.InstallDNN(strProviderPath) and I am receiving an error: Could not find stored procedure 'dbo.aspnet_CheckSchemaVersion'. After closer inspection I noticed that in the "Install Status Reports" call an attempt to query ASPNET tables. It appears to be the aspnet_SchemaVersions table and the dbo.aspnet_CheckSchemaVersion stored procedure are needed to complete the install.

I'm confused as to why this portion of the install wouldn't look at the config file setting as well?  Is this is a bug? I've found numerous other posts about this but the error doesn't occur during the Install.
