What causes this message to appear?  Sometimes it occurs just once and seems to recover.  Sometimes I can't even access the site at all and keep getting this error.  The site seems to be working fine and just all of a sudden is broken...  Any help would be appreciated.

The "Service Unavailable" message is displayed when just that happens: the service running your site is no longer available. Windows 2003 Server / IIS 6 has some advanced failure protection system, that safeguard the server from rogue sites, ie. sites that cause too many error in too short a time. This is done per application pool, so it might not even be your site causing the problem, but another site running in the same application pool. You should contact your hosting provider to find out what is causing the problem
