Hi Peter that comment wasn't quite correct about the quality (althought it did take Scott and I, about 7 hours to get one of the skin sets up to the standard of being in the build in the  3.0.13 release)  but you're on the right track.  The reason the skins were left out were due to the size it made the package too large - one of the skin packages was about 1.5mb.  It added many many megs to the build. I think the other colours - eg.. red, green and yellow simply weren't regarded as popular enough.

Salar and I were both contacted in January 2005 about a skinning project, and even though I made lots of enquries, I never got a response as to why it never went ahead and I did ask several times last year but my email must have gotten lost!

I've got free skins on http://www.dnnskins.com (I have tested most of the skins in the 3.01.3 package and modified them somewhat and will make them available for download as soon as I have the resources to package and upload)

I've also go free skins on my site - they can be previewed here - http://www.ninasfreeskins.com - These are my own skins and on http://www.dnnskins.com are skins from other people - I will be updating this with about 6 new skins over the next week.

Obviously I already did “ask myself” and the answer YES. There does need to be at least limited number of skins installed by default or at least easily installed like modules. 

The reason I personally encountered was for demonstration / testing / training. I created a handful of sub portals to be used as sandboxes for a few people that were brand new to DNN. In just minutes they were modifying each others portals and getting really confused. I had planned to differentiate the portals by setting different skins, but of course ran out after 2 skins and even those two were so similar that they were confused. 

Bottom line, the decision not to include a few extra skins means the default installation is not flexible enough to use for the most basic demonstration / testing / training. Remember there are folks out there that don’t understand what skins are how DNN uses them and their advantages and now they still won’t because the default install does not provide them a mechanism to personally witness the dramatic change a skin selection can provide.

I wasn't refering to the quality of the skins in the 3.0.13 package, I was refering to the quality of the modules that have been left out in the 4.4.1 packages. Sorry that is probably my bad English.
