Because of a lot of reasons, one being ASP.NET 1.1 not being "very helpful" in this area, if you e.g. read the post of cathal you'll see that the issue is being worked on, there are also other resources: http://www.dnncreative.com/Tutorials/SkinningTutorials/XHTMLcompliantDotNetNuke44/tabid/317/Default.aspx

You need to visit John Mitchell's site - it's xhtml compliant. He's pretty clued up on this area..  You'll see it can validate but it will restrict the modules and menus you use as well.  It's ok to make something validate on an empty html file - but what's the point if you're not going to follow it through by only using modules that also validate. 

And in spite of what people think, you can have a table in your xhtml skin and have it validate.  So there is hope.

It's getting better. ASP.net 2 makes it a lot easier.

I have valid sites created with DNN and a few tweaks. Eg http://www.obrienit.se - register to read a  tutorial on how to do it with an oldish version of DNN - namely 3.2.2

I have a DNN 4.0.3 site that validates as xhtml and meets section 508 accessibility rules at http://www.obrienit.com and it uses lots of different modules.

Nina - I think you are confusing creating valid XHTML output, where well formed tables are OK with creating a site that meets accessibility rules such as section 508, where tables are ok, but only if they can be linearised or are used for tabular information.
