I tried to upload a skin following the directions in the book by Nick Symmonds, Here is the error I got.

Error: Install Skin Package is currently unavailable.
DotNetNuke.Services.Exceptions.ModuleLoadException: Object reference not set to an instance of an object. ---> System.NullReferenceException: Object reference not set to an instance of an object. at DotNetNuke.UI.Skins.SkinFileProcessor.ControlParser.TokenMatchHandler(Match m) at System.Text.RegularExpressions.RegexReplacement.Replace(MatchEvaluator evaluator, Regex regex, String input, Int32 count, Int32 startat) at System.Text.RegularExpressions.Regex.Replace(String input, MatchEvaluator evaluator, Int32 count, Int32 startat) at System.Text.RegularExpressions.Regex.Replace(String input, MatchEvaluator evaluator) at DotNetNuke.UI.Skins.SkinFileProcessor.ControlParser.Parse(String& Source, XmlDocument Attributes) at DotNetNuke.UI.Skins.SkinFileProcessor.ProcessList(ArrayList FileList, SkinParser ParseOption) at DotNetNuke.UI.Skins.SkinController.UploadSkin(String RootPath, String SkinRoot, String SkinName, Stream objInputStream) at DotNetNuke.Modules.Admin.FileSystem.WebUpload.cmdAdd_Click(Object sender, EventArgs e) --- End of inner exception stack trace ---

Is this a setting I need to have my webserver correct?

maybe there is an issue with the skin, try installing another skin package to see, if the error persists.

this does appear to be an issue with the skin.

Do you have another skin you can try to load?  Did you purchase the skin from a third party?
