Below are suggestions I received for skin optimization: 

-Advanced Menu Systems like Telerik which are completely XHTML, light and work well on all browsers including mobile devices like IPhone
-If the existing menu is a SolPartMenu, change it to the newer DNN menu which is much more XHTML and lighter in size.  SolPartMenu will not be supported
  down the road as the core team has switched to DNNMenu
-DNN 5 compliant
-Modern Web 2.0 block navigation

1)  Does this sound good or are there potential issues here?
2)  Anything else to consider for modern skin optimization?

yes, switching from SolPart to DNNMenu or another up2date Menu skin object does make sense. DNN 5.0.0 will introduce XHML compliance, which requires usage of an appropriate menu as well and should be supported by your menu.

and dont forget get rid of all tables that are only used for layout purposes

Regarding Telerik, you can also use an unordered list based menu and use a lightweight javascript library. I always use jquery and the menu from snapsis.com. This one has a tempalte engine so you can finetun the html you output to the browser.
