I would create a hidden page (not shown in menu) for this called "service links", the actual pages as children of that page.

Now you use a menu skin object (Housemenu for instance) and set its start page id to the hidden parent page's id.

any chance of an example?

I was just looking at doing some of the same. I would like to have a horizontal main menu along the top of the page and on select pages being able to add a secondary vertical menu on the page which should also be able to contain sub-sub-pages with (hmm well made sends when I thought it) drop-out menus (opposed to drop down that is).

No example, sorry. 

I have too much work ATM, you'll have to figure it out yourself (it's not explained in 2 min...).
