I know it has to be something relatively simple, but I cannot figure out how to do it.  How do I disable a top-level menu item, while leaving all the child items usable?  Kinda like the Community menu on this website, you cannot click on the "Community" menu option, but you can click on all the sub-menus.

You just need to Disable the page.  It will still show up in the menus as needed, but will not take you anywhere (be a link) when you click on it.  Go to the Page's Page Settings, then Advanced Settings and the Disabled checkbox is (in DNN 5.1.1) just below the dropdowns for Page Skin/Container and Copy design to descendants.  You can see this feature here, the Facilities menu is configured this way.  Cheers - Jeremy
