I have been all over the internet trying to find a tutorial illustrating how you use ASCX to design skin, to no avail.  Could someone provide a link to a set of tutorials specifying how this should be done.  I would really appreciate it as I am growing tired of beating my head against a brick wall.

the easiest way is creating an HTML skin and use the parser in admin :: Skins to convert it into an ascx file.

You can try Bind's Blueprint project in CodePlex: http://dnnblueprint.codeplex.com/

Inside you will find the skin version (implemented using .ascx) and the corresponding HTML version for local testing.
It's a very simple structure that was designed to fit most cases.
The purpose of this blueprint is to use the same CSS in both the skin and HTML version (for local testing), helping you to develop skins without a server.
