Is there a way to extend the functionality of "visibility" to work when you click on the module title, or even the whole bar?

Someone showed me a site where the modules were minimized. When you clicked on the title, it expanded. But the site is down now.

The Visibility skin object uses java script for this, you can add the same behavior to the title skin object using a container.

Do you know the truth when you hear it?

If you wanted to do this, I'd suggest you create a skin object for your container that does what you're looking for. It should be fairly simple.
