Does DNN offer control over markup? I just tried changing the font size of paragraphs on the skin level (its a pretty common practice in web development, to control the paragraph font size from the site-wide css file), and it took me 37 minutes just to change the font size for one element, and I am not sure that my change is applied correctly because the element was nested in about 16 tables with odd classes and IDs that I'm not sure if they are static or dynamic. On any other platform I've skinned, changing a font size on an element take a two second edit to the skin's css file on a like that looks something like, ".plain_ole_paragraph { font-size: 12px;", but since I wasn't able to control the markup, I'm settling for a complex solution that I'm not entirely sure of. Am I missing something? Does DNN allow me to control the markup that is generated as other platforms like Composite C1 or Umbraco do?

Using the style .Normal p { font-size: 12px;} is usually the best way to target the basic paragraph. DotNetNuke wraps most of the content with the .Normal class. Taking a look at the default.css and using the same naming structures is a great way to override the default styles.

Also, sounds like you need to get another skin. If you are using a skin that has tables in it, there are plenty of other quality, pure CSS skins out there that make tweaking much more efficient.
