I'm building a higher end portfolio type site.  The menu buttons (including text) and menu background have to be built in Photoshop.

I'm wondering which menu solution might be the easiest to use if all the buttons need to be custom images.  I'd be ok with, and it may even be easier to do, a module based menu rather than a skin based menu.  The site isn't going to have that many pages.

Any ideas?

Sounds to me as though the addition of a page is a reasonably significant event - photoshopping etc.  In that case it may be easiest to abandon having a traditional menu driven off the pages in the database.

Have an area in the skin with your photoshopped images as links to the page urls.  Style those links to look like a menu.  No user can tell that it's not a menu, although it will probably be very visible to the page editors.

I do use a menu for this and use the page icon or large page icon as the image.

That makes it relatively easy to add pages and manage the images.
