I have searched high and low and it doesn't seem like there is an answer to this. Apparently this works on some installs with custom skins and not on others.

I created a custom Skin on my local install. I added the skin as an extension, but when I edit the extension to click "Create Package" as many instructional videos indicate, I do not have that option. Now, if I switch over to the Dark Knight skin, I do see the "Create Package" option available in the skin's package settings.

There must be something that triggers this.... just not sure what. If anyone has an idea, please let me know, thanks!

AFAIR the package link is available in local installs when being in Edit mode.
