I came across this by accident the other day and have found it very helpful when working with DotNetNuke skins. It is a beta release from Microsoft, but it is great for outlining table cells, examining image paths, viewing class names and quickly changing resolutions to test your skins. You can also validate HTML, CSS, links and RSS feeds directly from the toolbar.

I hope this is of some help to you too.

I use this as well, very cool. And for the Firefox users out there, here is a much more powerful developer toolbar for Firefox: https://addons.mozilla.org/firefox/60/
