I have been working on this and looking for an answer for the last two days.  I have created a new skin and new associated container by taking the included DNN-Blue and modifing it. 

The skin is functioning properly.  The container looks good when I am logged in as admin or host.  When I log out or when I am logged in as a regular user, it looks like the container is displaying.  But it really isn't because the one container that I do have set to display is displaying the border but not the graphic background.

When I do a View Source, the resulting code looks like it is still trying to display the DNN-Blue container, even though I have changed the class names in the container html and the container css.

I have gone through each module and changed the container to my container and changed each page to use my container. 

I am out of ideas, but I don't think what I am doing is so far out of the ordinary.  I am probably missing some little thing.

I don't understand you... Please explain your problem in a way that the dnn-fellows can understand what you mean... Try it.

I am not sure how to explain it any better.  Please look at the site (slow to load, development box):

And you will see what I am trying to say.  The Get Involved module has Display Container checked, and the others on the page don't.  But they still display the module name and visibility function.

What you mean is I think, that you want the dnn blue container with no colored background and no graphic head?...
Is that write?
First: you can choose the dnn blue container with a text Header and a white blackground.
Set for all pages for all your modules within a container: container not selected, otherwhise you don't know anymore what happens.
Choose the blue container with a text Header and a white blackground and set this as standaard for you portal.
You can make a new container with html, the necessary .xml and .css file, .zip it and upload it (or you can do it directly making a .ascx control)
Test it make changes, .zip it, upload it again... and set it as standard.
