Yes, it does seem to be a bug. You can read more about it here: https://dnntracker.atlassian.net/projects/DNN/issues/DNN-10231?filter=allopenissues

As far as I know, there isn't a work around. We're stuck on 9.1.0 until this issue is resolved.

Is the issue fixed or still the bug is there?Currently I am stuck with the same problem in dnn 9.01.01,its not showing newly added containers even after successful installation of corresponding extension.Is there any solution for that?

Until the problem is completely fixed, if you have access to the database, this query worked for me:

update [myDnnDatabase].[dbo].[PortalSettings]
set SettingValue = '[G]containers/myContainerName/myAscx.ascx'
where settingname in ('DefaultPortalContainer','DefaultAdminSkin')
