We've been testing upgrading from 7.4.2 to 9.1.1 and we've encountered a problem. We can't edit the "Page Theme" (now called Layout in version 9) for a given page.

When we edit the settings for a page, in the Advanced tab, we *can* select a Page Theme (choosing the skin), but it fails to populate the Layout and Page Container dropdown boxes. Instead, they say:

"This Theme does not have any Layouts."

"This Theme does not have any containers."

No matter which Skin you select (even official DNN themes), the Layout and Page Containers do not populate at all. Any page which had a custom Page Theme previously, still maintains that theme after we update, but we have no way to edit new or existing pages to select a particular Layout.

Our site is old and it's been updated through various versions in the past. 

Any help you can offer would be extremely helpful. Thanks in advance!

So I embarked on a more complete upgrade path.

7.4.2 to 8.0.3
8.0.3 to 9.0.0
9.0.0 to 9.0.1
9.0.1 to 9.0.2
9.1.0 to 9.1.1

I was thrilled after installing 9.0.0, as the issue had been resolved. I continued through each update one at a time, and to my surprise, the error was introduced at version 9.1.1

Can other long time users confirm whether they are able to select a Page Theme with version 9.1.1?

I've confirmed that the cause of the error is the same as what is outlined here:

By setting up the Site at the route level (not an app), in IIS, the issue is resolved. But sadly, this isn't the way our production site is setup, so I guess I'll be waiting for 9.1.2 before updating.
