I know this is similar to other posts, but I am not looking to completely change the menu, I would like to do something like DotNetNuke.com that allows me to have images up top that are rollovers. The other threads look to use CSS which may not accomplish what I want.  Can anyone give me pointers on how to enable graphics easily into the site?

I don't know exactly how the DotNetNuke.com site is doing it, but a quick and easy way would be to create a skin that has a top header section and put the HTML module in it with the code: (and not display skin container)

take the extra spaces out between tags, I had to put them in to display the code.

< TABLE id=Header cellSpacing=4 cellPadding=4 border=0 > < TBODY > < TR > < TD class=HeaderCell vAlign=bottom align=middle >< A href="http://localhost/DotNetNuke/Default.aspx?tabid=36" >< IMG onmouseover="this.src='Portals/0/icon_downloads_over.gif'" onmouseout="this.src='Portals/0/icon_downloads.gif'" height=44 alt=Downloads src="Portals/0/icon_downloads.gif" width=46 vspace=3 border=0 >< /A > < A class= IconLink href="http://localhost/DotNetNuke/Default.aspx?tabid=36" >Downloads< /A > < /TD > < TD class=HeaderCell vAlign=bottom align=middle >< A href="http://localhost/DotNetNuke/Default.aspx?tabid=36" >< IMG onmouseover="this.src='Portals/0/icon_directory_over.gif'" onmouseout="this.src='Portals/0/icon_directory.gif'" height=36 alt=Directory src="Portals/0/icon_directory.gif" width=46 vspace=3 border=0 >< /A > < A class=IconLink href="/tabid/702/Default.aspx" >Directory< /A > < /TD > < TD class=HeaderCell vAlign=bottom align=middle >< A href="http://localhost/DotNetNuke/Default.aspx?tabid=36" >< IMG onmouseover="this.src='Portals/0/icon_forums_over.gif'" onmouseout="this.src='Portals/0/icon_forums.gif'" height=39 alt=Forums src="Portals/0/icon_forums.gif" width=51 vspace=3 border=0 >< /A > < A class=IconLink href="http://localhost/DotNetNuke/Default.aspx?tabid=36" >Forums< /A > < /TD > < TD class=HeaderCell vAlign=bottom align=middle >< A href="/tabid/824/default.aspx" >< IMG onmouseover="this.src='Portals/0/icon_modules_over.gif'" onmouseout="this.src='Portals/0/icon_modules.gif'" height=40 alt=Projects src="Portals/0/icon_modules.gif" width=37 vspace=3 border=0 >< /A > < A class=IconLink href="http://localhost/DotNetNuke/Default.aspx?tabid=36" >Projects< /A > < /TD > < TD class=HeaderCell vAlign=bottom align=middle >< A href="http://localhost/DotNetNuke/Default.aspx?tabid=36" >< IMG onmouseover="this.src='Portals/0/icon_blogs_over.gif'" onmouseout="this.src='Portals/0/icon_blogs.gif'" height=36 alt=Blogs src="Portals/0/icon_blogs.gif" width=45 vspace=3 border=0 >< /A > < A class=IconLink href="http://localhost/DotNetNuke/Default.aspx?tabid=36" >Blogs< /A > < /TD >< /TR >< /TBODY >< /TABLE >< BR >

Or you can just hardcode the HTML into the skin aspx file.
