In a SkinObject, I want display all ChildTabs (Level > 0) from the active TopTab (Level 0)

Well the warning actually explains the solution.  You are usuing an obsolete (deprecated) overload.  Replace your call with.

Dim tabs As ArrayList = TabController.GetTabsByParentId(PortalSettings.ActiveTab.TabId, PortalId)

The error is caused by the overload you are using requiring an instance of TabController (it is not shared/static)

In the TabController.vb (dnn 4.4.1) I have found this
