Sorry,  I was using terminology that was a bit confusing.

 

What we need is this: We have a skin that has these content panes (placeholders where modules will be dropped). Now out of the box, DNN provides users with appropriate rights to pick a container for each module. What we'd also like is to allow the user to pick a wrapper for the content pane itself (just like they can pick one for a module).

It sure is!

What you could do is this:

1. You could do this with a container too.
There is no real reason why a container could contain CSS for the box around it...
Let say you created an empty module, which renders "nothing" and the container you choose for it influences the contenpane

2. There are also modules that can contain other modules, with that you could kind of fake the a contentpane

3. You could create a module that simply presents a list with CSS files on a certain location to be loaded exta.
The module would only be visible in edit mode not in view mode, you could also make womething like this part of the skin.
