I can't delete users using the interface because I have added other modules that have a foreign key pointing to the users table.
What do you think to add a column Activ as bit type and when deleting the user, it only set this column to 0 ?

You should create your foreign keys so that deleting the User deletes the related records

I agree, but many third modules set a foreign key without the deleting relation.
Maybe, the message "Error deleting user" isn't understanding. You should add the reason, Exception.Message.

Modules shall NEVER use foreign keys to core tables and use triggers instead, as a module cannot rely on core table structures.

I n your case, it might be sufficient to delete the entry from userportal table, the user will no longer show up in the user list nor be able to login until he reregisters (using same username and password).
