I have a project where I have a control, lets call it ControlA.ascx, this is a view control for my module and it implements PortalModuleBase.  I then have a subControl, lets say that it is called ControlB.ascx and is in a SubFolder in my project called "SubControls", so I have the following

\DesktopModules\MyModule\ControlA.ascx (inherits PortalModuleBase)
\DesktopModules\MyModule\SubControls\ControlB.ascx (Also inherts PortalModuleBase).

On ControlB I am not able to get the PortalId, UserId, or other portal information.  Howeveer, localization still works properly.  I am not sure what I need.  I tried to set the ModuleConfiguration on the sub control, but did not make any progress.
