I did a number of things with ActiveX back in 2001.  The problem then was you had to basically turn off all security features in IE to make it work.  I abandoned it quickly.  Does this work in your local test enviroment?

I am not sure I am even on the right track and the fact that you can see it in your test enviroment probably means that the security is fine.  However, if you want to test my theory head over to Internet Explorer, the big blue e, if you will, and go to Internet Options.  Then click the security tab and click the custom level button.  Then pretty much say yes to every that is bad and no to everything that is good and see if it works.
