I am using the PropertyEditControl and the DNNCountryEditControl and the DNNListEditControl as the Field Controls.

The 'item' the DNNListEditControl is bound to, is only relevant based on the 'item' selected in the DNNCountryEditControl. 

When the DNNListEditControl is enabled (there is a valid item select in the CountryEditControl) I need the input to be required for that field to be required.  If the Control is disabled, I don't need the item to be requited.

So in other words, if the control is enabled I want the required field validator.  If the control is disabled, I do not want the control enabled. My situation is slightly complex due the the fact that I am using the PropertyEditControl.

What event do I need to use or what methodology do I need to use to enable/disable this validator as needed?

If you can do a autopostback on the DNNCountryEditControl you can set a Validator control and turn it on or off on the round trip.   Otherwise, I'd suggest using a little bit of client side code to check the status of the DNNCountryEditControl and then doing validation on the submit button.
