Since the Moduleactions using EditURL was working I decided to change the NavigateURL call to EditURL. It works. SO here's the code:

            hypAllocation.Text = Localization.GetString("MenuViewAllocation", LocalResourceFile)
            '  hypAllocation.NavigateUrl = EditUrl("ListAllocation")
            hypAllocation.NavigateUrl = NavigateURL("ListAllocation")
 

As shown it fails, no error, just a blank tab with only the breadcrumb (using the default skin). This is with a basic installation of 4.09.01. Uncommenting the line with EditURL and commenting out the NavigateURL it works. It would be nice to know why, and if this is an acceptable workaround. I've used more detailed calls to nvaigateURL in the past and they work, but I don't have anythign to pass in this case, I just need to load the control.

After doing some more research the unexpected behavior is expected, sorta. Someone has reporting this before in this thread. The behavior as described echo's what I'm seeing, EditURL with a control key works, NavigateURL with just a control key fails, but my other NavigateURLs where parameters are passed work. I just verified this behavior.

            hypAllocation.Text = Localization.GetString("MenuViewAllocation", LocalResourceFile)
            ' hypAllocation.NavigateUrl = EditUrl("ListAllocation") ' This works
            ' hypAllocation.NavigateUrl = NavigateURL("ListAllocation") ' This fails
            hypAllocation.NavigateUrl = DotNetNuke.Common.NavigateURL(TabId, "ListAllocation", "mid=" & ModuleId) ' This works
