Is the a way to click on the left pane which will load the content pane (the left pane remains) without loading the whole page?

No, but there might be a way to do somethiong close to what you want if you describe why you need that behavior?

For example, you can create a special skin to just display what you just described.

Or, there's also a way to navigate to a page and specifically/automatically scroll down to a specific module on that page.

Im trying to achieve a left navigation menu and upon click, it will refresh the contentpane only.

Sounds like you'll need a nav menu that can act as an IMC parent, and a content module that can act as an IMC child?

There are many options out there for off-the-shelf modules that can be used as IMC parents & children on the same page.
