When I upgraded to the newest version of radcontrols I ran into a problem with DNN default.aspx having head runat=server.  I get "The Controls collection cannot be modified because the control contains code blocks", but if I remove runat=server it appears to work fine.  Are there any implications to removing this?

There should be no problems with removing the runat="server" attribute of the head tag.
The only issue so far has been with some 3rd party SEO modules that set the page title. Normally this requires that the head tag has a runat="server" attribute, but in DNN the page has a property named Title, which also can be used without the runat="server" head attribute.
Here is a link to the forum thread explaining the problem and the solution: http://www.telerik.com/asp-net-community/forums/forum-thread.aspx?b311D=C1PiO
