How does pixel re-targeting differ from a general cookie? I was at a meeting where the other company's director was talking about pixel re-targeting to keep displaying ads to people who have visited their site.

I always thought that when someone visited your site you could place a simple cookie on their computer and track them - or rather use that cookie to keep displaying relevant ads. Is this 'pixel re-targeting or remarketing' just a new buzzword? I need a detailed and DEFINITE answer, please. Would appreciate if you could explain the steps in the 'pixel re-targeting' as opposed to a simple cookie placement.
