is the solpart menu the top pane how do i remove a pane from the template default

page layout is determined by skins, you specified in portal settings (overridable in page settings). The default skin has various panes, that only get displayed if they have modules added or while a page author is viewing with page preview set off.

To create a modified version of a default skin, go to /portals/_default/skins and make a copy of the appropriate folder. edit the ascx files inside, alternatively edit the .html files and reparse the skin.
