I'm creating a member search module based on the "User Accounts" module. I basically took the existing module, converted it to c#, and removed all the edit functionality. The issue is that when logged in as a role that's not admin or host it is not reading the resource file and displaying the letter search (Filter.Text) at the top. I debugged it and discovered that the following line is the problem:

string filters = Localization.GetString("Filter.Text", this.LocalResourceFile);

When logged in as admin or host the LocalResourceFile is correctly set to the path and name of the local resx file. When not logged in as host or admin it is just the path. It turns out the page ID is null (this.ID) when not logged in as admin or host. Any ideas about this? Thanks.
