I have noticed a number of users being locked out of their Host accounts but not out of other accounts.  This tutorial shows you how to create a new host account from the database.  This has been tested on 4.4.1.

Michael - great post but had one thought - wouldn't it be easier to get the user to create a new account and then through the back end simply change the IsSuperUser flag to 1 for the newly created account? Not trying to beat down on your excellent article but just offering another way of accomplishing the end result.

Yes, that is 100% valid as well, but sometimes not feasiable if the individual doesn't happen to have open registration, or if their SMTP settings are not correct.  Another reason why you might want to create a new account is if you are copying from an account that you don't want to mess with, or if it is say a shared testing account.

But yes, it would be much easier to update an existing account to a superuser account.  I'll make a quick note of this out on my blog as well.
