I just noticed that my recycle bin does not have the feature to restore a deleted module to another page other than the one it was deleted from.  I did an install of 5.6 and now the restore to page functionality is missing.  Can this be fixed?  Bin version is showing as 1.00.

In 5.* you can't restore to another page, as far as I recall, only to the initial page. You would need to move the module once restored. As for 5.6 not being able to restore at all, are you in EDIT mode in the control panel?

I did not say it wouldn't restore at all.  I just remember the feature to restore to another page being there and now it is gone.  If I restore a module now, how do I move it to a completed different page?  Would I have to go the new page and do a "new module from an existing page" option?

I don't really see a need to restore to a different page, though it would be helpful to indicate, which page a deleted module would be restored to. To move an existing module, enter module settings, advanced settings, more settings, ... and there is an option to select the page, the module belongs to.
BTW: in Advanced Control Panel, there is a more natural way (even for page editors w/o admin permission) to restore modules, just from a list of deleted module (for current page). You may download free Advanced Control Panel from www.oliverhine.com
