Just curious, are there any state or federal agencies that are using DNN as a framework?

If so, anyone have any samples?

Do a Google search on DotNetNuke site:.gov (or use the link below) and browse the results - you should see some sites using DNN.

The agency I work for uses DNN.  The agency is the Human Resources Division of the County of Riverside in California, and is about as a large as some state agencies.  Over the last year all of the sites we use have been rebuilt using DNN and you can feel free to take a look.  Some of the sites still use older technologies that we haven't upgraded yet, like the PhpBB on our site called Workforce Exchange.  I am including a link to the Human Resources Page and Workforce Exchange, feel free to take a look around, the sites are open to the general public anyway.

It is also important to note that the vulnerability in question was fixed several versions of DNN back.

And by the way, there are implementations of DNN in the military for Intranet use that would not show in the Google search (wish I could tell you more).
