I need to upgrade my site and localhost from 4.3.7 to 4.5.1 and have some questions.

I have sucessfully done the upgrade on my localhost --- except for web.config. If I take the release.config from the upgrade kit and edit the config strings and machine key and replace the 4.3.7 one I get a second upgrade message and drop into the installer. That doesn't seem correct.

My production site is hosted at Godaddy and the web.config is at the root and Godaddy won't net NETWORK SERVICES edit in that directory. Does the upgrade require write access to web.config or other files at the root level?  If it does I'll have to work some magic.  I tried a normal upgrade there, got the yesllow screen of death, and had to ftp the original files to restore the site.
