I'm looking to make a link on any page that will allow a normal user no matter there security settings (as long as they are registered) to join a security role, What I'm am trying to do is use these roles as a newsletter subscription setup, allowing an admin to mass email people on this security role.

Any help will be greatly appreciated

You can set a role as "public", which would allow users to self-assign themselves to a role in their user profile.
